I thought Managers for your teams, would handle transfers and such themselves, and look for players and such, but I haven't seen any real case of that, am I wrong?

No, I'm sorry managers just deal with the lineup and tactics on matchday (unless you override it).  Their stats aid you then.  But in terms of picking the wider squad, that's on you, either via promotions from your academy or taking your chances on the open transfer market.
